For many Iranians who have just arrived in Turkey, the first name that comes to mind for receiving money from abroad is Western Union: a friend in Germany or Canada says "I'll send you a Western Union" and the question is how to collect it in Istanbul. The same people, when they try to get money to Iran or from Iran, run into a closed door.
This article clears up both sides: how Western Union and similar services work in Turkey, who actually uses them, why they do not work for Iran and what realistic options an Iranian living in Turkey has. Every statement about a service comes from its own official pages, with a date, and conditions can change.
How Western Union works in Turkey
Western Union is an agent-based money transfer network. The sender pays the amount in the origin country, at an agent or through the app and website, and receives a tracking number called an MTCN. The receiver in the destination country goes to an agent with a valid ID and that number and collects the money in cash. The receiver's name must match their ID exactly.
As of October 2026, Western Union's official Türkiye page lists its partner networks; the list includes PTT, the Turkish post, and banks such as Akbank, Garanti BBVA, QNB, Türkiye İş Bankası, Yapı Kredi and Ziraat Bankası. These are Western Union's agents, not EL DÖVİZ's partners, and exactly what each branch offers has to be asked of that agent.
What surprises many newcomers is that in this model the receiver needs no bank account; the money is handed over in cash. That is what makes Western Union useful for a visitor or student who has not yet opened an account and needs to receive money from a third country.
MoneyGram and UPT at PTT
PTT, Turkey's state postal service, offers several international money transfer services under one roof, and its official pages are a good reference:
- Western Union: PTT says it has offered the Western Union money transfer service at its branches since 2004.
- MoneyGram: according to PTT's page, money can be sent from PTT branches in euros or dollars to other countries, and money arriving from abroad can be collected at a branch.
- UPT: a transfer service in which the sender goes to PTT with a valid ID, fills in the form and pays the amount in lira, dollars or euros; the receiver is given a reference number, and collecting requires that reference number and an ID.
We do not quote fees, limits or arrival times for these services; their tariffs are published separately, with their own dates, and they change. Ask for the current tariff at the branch or on the official site before using them.
Who uses them in Turkey
The realistic uses of these services for Iranians living in Turkey are usually one of these:
- Receiving from relatives in a third country. A son, daughter or sibling in Europe, Canada or the UAE who wants to help out and has access to Western Union or MoneyGram at home.
- A short-term visitor without a Turkish bank account, when someone abroad sends them money.
- Collecting small work payments from a client or employer in a third country who prefers this route.
In all of these, one side of the transfer is in a country other than Iran. The moment Iran enters the equation, the situation changes.
Why it does not work for Iran
Finder's guide to sending money to Iran, last updated on 19 April 2021, states that well-known providers such as Western Union and MoneyGram do not offer their services to Iran, and explains this in the context of US sanctions. That is a dated source; each provider updates its country list on its own site, and you should check the current position there before doing anything.
The practical conclusion for an Iranian living in Turkey is this: Western Union and MoneyGram can be useful for receiving money in Turkey from a third country, but they are not the right tool for the Iran–Turkey route in either direction. The same holds for many online transfer services that, because of sanctions, do not list Iran among their destinations. The more technical reason is explained in what is a SWIFT transfer: Iranian banks are in practice outside the international banking messaging network.
What an Iranian living in Turkey can do instead
The route depends on where the money comes from or goes to:
Receiving from a third country
If the sender is in Europe, Canada, the UAE or elsewhere and you have a bank account in Turkey in your own name, a bank transfer by SWIFT to your Turkish IBAN is an option that comes with a receipt and does not depend on an agent or cash. If you have no account, or the sender prefers to use an exchange office, the routes under SWIFT and SEPA transfers from Turkey are confirmed after the request is reviewed; no destination is guaranteed in advance.
From Turkey to Iran
To turn lira, dollars, euros or USDT into toman in an Iranian account, the usual route is an exchange office. Sending money from Turkey to Iran explains how you hand over the currency in Istanbul and how the toman equivalent reaches an Iranian account. The rate and fee are confirmed before execution, and nothing is done until you approve.
From Iran to Turkey
To receive lira in a Turkish account by paying toman in Iran, lira transfers to Turkey describes the steps and documents. This is exactly the need many families have for a child studying or living in Turkey, and Western Union does not cover it.
USDT
People familiar with crypto assets sometimes move value as USDT and convert it to lira or dollars in Istanbul. The details and security notes are on USDT to lira in Istanbul.
Security notes
- Give the MTCN only to the real receiver. Anyone who has the code and the receiver's name can, in practice, collect the money. Never post it in groups or public messages.
- Be suspicious of requests to pay by Western Union. Online scammers, from rental listings to goods for sale, often insist that money be sent by Western Union or MoneyGram to an individual's name, because after a cash pickup it is hard to trace. These services are designed for sending money to someone you know, not for paying a stranger.
- Write the receiver's name exactly as on their ID. A spelling difference can stop the pickup.
- Use an official agent. Anyone claiming to offer the same service "without a branch and for a lower fee" is not an agent.
- Keep the receipt. Both to track the transfer and in case you later deposit the money in a bank account and are asked about its origin.
If your route passes through Iran, or money you have received in Turkey needs to reach toman, enter the currency, amount and destination in the quote form. After reviewing the request, EL DÖVİZ confirms whether the route is available, the rate and the fee before anything is executed.
