Almost everything you do in your own name in Turkey, from opening a bank account to buying a SIM card, comes down at some point to a number the Turks call the "vergi numarası": the tax number. For Iranians who have just arrived or do not yet hold a residence permit, it is the first document to obtain, and fortunately also the easiest.
This article explains what the tax number is and what it is not, where it is needed, the two ways of getting it (in person and online) step by step, how it differs from the foreigner identification number, and which mistakes cause trouble at the bank later. Everything here is valid at the time of writing (October 2026); administrative practice can change, so if something differs on the spot, trust the official, not this text.
What the tax number is, and what it is not
The tax number is issued by the Turkish Revenue Administration (Gelir İdaresi Başkanlığı, GİB) to identify people and companies in financial systems. Foreigners who have no Turkish identity number receive a version called the "potential tax identification number" (Potansiyel Vergi Kimlik Numarası); the word "potential" only means that you do not yet have an active file in the tax system.
Three common misunderstandings to clear up first:
- The tax number is not a tax. Obtaining it creates no tax obligation; it is only an identifier.
- The tax number is not residence. It gives no right to stay in Turkey and does not replace a visa or a residence permit.
- The tax number alone does not open a bank account. It is a prerequisite, not a guarantee; the bank decides under its own policy.
Where the tax number is needed
Turkish legal guides call the tax number the "first step" for any foreigner without residence, because these things usually do not move without it:
- Opening a bank account: banks record the customer's identity under this number; the documents and the banks' behaviour are covered in opening a bank account in Turkey.
- A SIM card in your own name: operators registering a line with a passport usually ask for the tax number too, and banks want a Turkish mobile number for mobile banking; the two are tied together.
- A registered rental contract and utility subscriptions: to register the contract and open water, electricity, gas or internet subscriptions in your name.
- Notary work and buying property: from a power of attorney to a title transfer, the notary and the land registry identify you by this number.
- Some registrations and official payments: including some universities and insurers.
Put simply, the tax number is the key to "official life" in Turkey, even if you never pay a lira in tax.
The two routes at a glance
| In person | Online | |
|---|---|---|
| Where | Any tax office (Vergi Dairesi) in any city | The form "Yabancılar İçin Potansiyel Vergi Kimlik Numarası Başvurusu" in GİB's Digital Tax Office |
| What you need | Original passport and a copy of the data page (some offices want a notarised copy), an address in Turkey | Passport details, a mobile number and an address entered in the form |
| Cost | Free | Free |
| Result | A printed document, usually during the same visit | The number shown on screen, to be saved and printed |
| When it suits | When you are in Turkey, or the online form fails | Before you arrive, or when you want to walk into a bank on day one with the number ready |
In person, step by step
- Find a tax office. It need not be the office of a particular district; every Vergi Dairesi issues the number. Istanbul has several in each district.
- Prepare the documents. The original passport plus a copy of the data page. Some offices compare the copy with the original themselves; others want a notarised copy, which takes a few minutes if a notary is nearby.
- Give an address. You will be asked for your current address in Turkey; a hotel, a friend's home or a rented flat are all accepted. For the bank stage, legal sources name a rental contract, a title deed, a declaration by a Turkish citizen or a hotel booking as proof of address; for the tax number itself, the address is usually enough.
- Fill in the short form and collect the document. The number is usually issued during the same visit and printed on a sheet. Photograph it and keep a digital copy.
Online, step by step
The Revenue Administration's Digital Tax Office has a form for foreigners that can be completed from outside Turkey. It is labelled in Turkish and English and asks for:
- First name and surname (exactly as in the passport)
- Gender
- Foreigner identification number (if you have one; otherwise leave it blank)
- Place of birth
- Mother's and father's names
- Country
- Passport number
- Mobile phone number
- Address
At the end you tick "I accept the accuracy of the above information" and press "BAŞVUR (APPLY)". The number appears on screen; save and print it at once, because some banks want the printed sheet. If the form is unavailable or returns an error, the in-person route is always open and gives the same result.
The difference from the foreigner identification number
Foreigners granted a residence permit of six months or more receive a "foreigner identification number" (Yabancı Kimlik Numarası) from the migration authority, printed on the residence card. At the bank and in most systems this number takes the place of the tax number, and any earlier tax number is usually linked to it.
What this means in practice:
- No residence yet? Get the potential tax number; it is enough.
- Residence on the way? Still get the tax number so that you are not stuck until the card arrives; they are merged later.
- Already holding a residence card? The number on the card is your identifier and a separate tax number is usually not needed; if an office asks, it is issued with that card.
Mistakes that cause trouble at the bank later
- Spelling that differs from the passport. A single letter's difference between the name on the tax number and the name in the passport can stop an account opening. Copy the name letter by letter from the machine-readable line, not from memory.
- A careless address. Give an address you can later document; the bank may ask for the same address with proof.
- Applying twice. If you lose the document, do not apply again; take your passport to a tax office and have the same number reprinted. Two numbers for one person cause confusion later.
- Losing the document. Keep a photo and a digital file and note the number somewhere safe.
- Paying for the number. The number itself is free. Anyone charging for "getting the number" is charging for their time and company; no interpreter is normally needed at the office, and the form is short.
- Careless sharing. The tax number is an official identifier; do not post it in public groups or send it to strangers.
After the tax number: the next step
With the tax number in hand, the bank account usually comes next. As the guide to opening a bank account in Turkey explains, Turkish law does not bar foreigners from opening accounts, but every bank and even every branch decides under its own policy, and proof of address and a Turkish mobile number are usually requested as well.
Once the account is open, funding it from Iran by direct bank wire is not possible; the common route is a lira transfer to Turkey into your own IBAN, with the rate and fee confirmed before anything is done; for a first estimate, see the Turkish lira rate today. One clear note to close: EL DÖVİZ does not obtain tax numbers or open bank accounts; both are personal, free tasks you complete yourself in a few hours. Our work begins where the account is ready and money has to reach it.
Frequently asked questions
What is the Turkish tax number?
A number issued by the Turkish Revenue Administration to identify people in financial systems. Foreigners without a residence permit receive it as a 'potential tax identification number', and getting one does not make you a taxpayer.
Does the tax number cost anything?
No. Both the in-person application at a tax office and the Revenue Administration's online form are free. If someone charges you for 'getting the number', they are charging for their own time and company, not for the number.
Can I get a tax number without a residence permit?
Yes. The potential tax number exists precisely for people who do not yet have residence; a valid passport and an address in Turkey are enough. Those with a residence permit of six months or more receive a foreigner identification number that replaces the tax number at the bank.
What is the tax number used for?
Opening a bank account is the first and most common use; a SIM card in your own name, a registered rental contract, notary work and utility subscriptions usually ask for it as well.
What if I lose my tax number document?
The number is not cancelled. Go to any tax office with your passport to have it reprinted, or use the file you saved if you applied online. Do not apply again, so that no duplicate number is created.
